Alpine School District Community Council
Purpose and Structure
The Alpine School District Community Council (DCC) is comprised of approximately 25 individuals who represent two or three schools each, along with the Region PTA leadership, a teacher representative, a Classified representative, three board members and the Superintendent. The purpose of the DCC is to bring local issues to the attention of the Board of Education and Superintendent. This group meets six to seven times per year.
Each DCC member is responsible for contacting individual School Community Council (SCC) leaders to review items of concern and bringing those items to the DCC meeting. Through the DCC, the Board and Superintendent have an understanding of local community issues. Members of the DCC are appointed by Board of Education members and are often selected from local SCC leadership. Niels Fugal is currently serving as president of the DCC with Lyn Denna serving as vice president and Sandy Whitehead as secretary.
Alpine is the only district to have organized a district level community council. As it has evolved, the council has become a wonderful vehicle for communication. It is an integral part of our overall decision-making and feedback process.
For individuals wishing to be involved, contact your local school and ask to participate at the local level. Schools are seeking parents who want to be involved. Local school community councils are authorized by State Statute and have responsibility for the school improvement plan and the Land Trust plan.

BYLAWS
OF THE
COMMUNITY COUNCIL
FOR THE
ALPINE SCHOOL DISTRICT
To provide an orderly system of broad public involvement, the undersigned agree to the following bylaws to govern the District Community Council.
BYLAW I – NAME
The name of this council shall be the Alpine School District Community Council (DCC).
BYLAW II – PURPOSE
The District Community Council shall:
A. Serve in an advisory capacity to the Board of Education. It may make recommendations to the board on issues of concern to the district. It shall not make decisions for the board.
B. Serve as a communication channel between the board and the community. The DCC provides input to the board regarding community suggestions, concerns, etc., and provides information from the board to the community. We encourage an effective working relationship and open communication with local community councils.
C. Assist in appropriate research and evaluation projects.
D. Work to improve all district educational programs.

BYLAW III – OFFICERS
A. Officers – The officers of the Community Council shall be a President, Vice President and Secretary/Treasurer.
B. Terms – The officers shall be elected annually for a one-year term at the monthly meeting held in August of each year. Vacancies in any office may be filled for the balance of the term by majority action of the DCC.
C. Executive Secretary – The Executive Secretary shall be the Superintendent or his designee and shall be present at all meetings of the DCC. He shall be a member ex-officio of all committees.
D. Duties – The duty of the President of the DCC is to conduct all meetings of the DCC and to work with the Executive Secretary on the formation of agendas. The duty of the Vice President is to take the place of the President when he/she is absent in the conducting of all
meetings. In the absence of the President and Vice President, the Secretary/Treasurer shall serve as President pro temp. The Secretary/Treasurer shall take minutes of meetings whenever the Executive Secretary may need assistance and will be responsible for accounting for funds that may be provided by the Board of Education.
BYLAW IV – MEMBERSHIP
A. Selection – Members shall be selected as provided for in Policy No. 1620, 1.8.
B. Membership Rotation – Membership rotation shall occur as provided for in Policy No. 1620, 1.9.
C. Participation – It is expected that each member shall participate in a minimum of 75% of the monthly meetings unless otherwise excused.
D. Orderly Replacement of Inactive Members – In any six-month period, should a member fail to attend, without formal excuse, a minimum of 75% of the meetings, he/she may be replaced. Should this occur, they will be notified of such by the President. The appointment of a replacement will be made by the Board of Education.
E. Resignation – Should a member need to resign from the DCC, he/she should notify the President regarding this. The appointment of a replacement will be made by the Board of Education.
BYLAW V – MEETINGS
A. Election of Officers – There shall be an annual meeting of the DCC each year for the election of officers. This annual meeting will be held at the regularly scheduled September meeting each year.
B. Quorum – A majority of the DCC, when present at any meeting, shall constitute a quorum.
C. Special Meetings – Special meetings of the DCC may be called at any time by the President of the DCC or the Board of Education.
D. Frequency – DCC meetings will generally be held once a month unless otherwise determined by a majority of the DCC.
E. Place and Time of Meetings – Meetings will generally be held at the office of the Board of Education, 575 North 100 East, American Fork, at 7:00 p.m.
F. Agenda – Agendas for all meetings will be mailed approximately one week prior to a scheduled meeting.
G. Agenda Items – Agenda items may be given to the Superintendent’s Secretary and should be received at least 10 days prior to the next meeting for consideration to be included on the agenda. At all times, agenda items may be provided by the Board of Education for the DCC’s deliberation.
H. Minutes – Minutes of all DCC meetings will be kept and provided to the full membership.
BYLAW VI – COMMITTEES
A. Standing Committees – The DCC may establish standing committees from time to time by a majority vote of the DCC membership. Members of these committees shall be appointed by the President of the DCC. Each standing committee may elect their own chairman, or a chairman may be appointed by the DCC President.
BYLAW VII – AMENDMENTS
These bylaws may be amended, repealed, or altered, in whole or in part, by a majority vote of the DCC at any duly organized meeting of the DCC. All decisions must comply with Board of Education policy.
BYLAW VIII – FUNDS
The DCC will be provided such funds by the Board of Education as are necessary for the proper functioning of the DCC.
BYLAW IX – DISSOLUTION
The DCC may be dissolved by a majority vote of the Governing Board–which is the Board of Education
